§ Mr. Dudley SmithThe changes in the work permit scheme which my right hon. Friend announced on 11th November do not affect the present arrangements covering nationals of the Community, nor do they affect Commonwealth citizens. Parliament has approved the Government's decision of principle to join the Community on the basis of the arrangements which have been negotiated. These include the free movement of labour. To apply new restrictions to nationals of the Community during the period before we join would be inconsistent with this decision.
