§ Mr. Peter WalkerA number of complaints have been received that the proposals in the White Paper "Fair Deal for Housing" reduce the freedom of housing authorities. These proposals were fully discussed with the local authority associations before the White Paper was published and have been discussed with them further since it was approved by the House on 19th July.
