Mr. Waddingtonasked the Secretary of State for Social Services what alterations he proposes to make in regard to the payment of earnings-related supplement; and, in particular, whether he will take steps to ensure that a claimant's entitlement always depends on his earnings during the previous financial year and not the year prior thereto.
§ Mr. AlisonI would refer my hon. Friend to Clause 6 of the National Insurance Bill, 1971. As regards the second part of the Question, there are a few cases where earnings for an earlier year are more appropriately taken into account and usually this works to the claimant's advantage.
