§ 28. Mr. Biggs-Davisonasked the Secretary of State for the Environment for what purpose, and at whose expense, coloured windmills were placed along the cornice of the Serpentine Gallery in Hyde Park.
§ Mr. ChannonThe windmills were commissioned by the Arts Council, which runs the Gallery, to mark the opening of its 1971 season. I understand that part of the cost was met by the Council and part privately.
