§ Mr. Arthur Lewisasked the Secretary of State for the Environment whether, as there were in 1969 400,000 reports of apparently unlicensed vehicles, of which number 45,000 prosecutions ensued resulting in penalties of£1,545,000, he will take the necessary action to obtain and keep records to see to what extent these penalties are in fact actually paid.
