Mr. Arthur Lewis

asked the Secretary of State for Social Services whether he is aware that many wealthy persons have, over the years, of their own volition emigrated to foreign countries to avoid paying British taxes on their self-declared admissions; and, as the proposed increases in retirement and other pensions are to cover the increased cost of living in Great Britain, if he will see that these increased benefits are not paid to persons who have voluntarily opted to leave Great Britain.

Pensioners who are not ordinarily resident in this country will receive the proposed increases only if they are covered by reciprocal agreements which so provide.
