Mr. Arthur Lewis

asked the Lord President of the Council whether he will give an assurance that in whatever instrument he may recommend to the House of Commons for acceptance for Great Britain's entry into the European Economic Community there will be included a clause safeguarding the right of the House of Commons to determine its own procedure.

The exact form of the legislation which would be presented to the House is under study. The Treaty of Rome and Community legislation contain no provisions on procedure in Parliaments of Member States. Before a decision is taken in the Council of Miniscers of the Community it is open to Parliaments of Member States, and would be open to this House, to debate the issues involved.
