asked the Secretary of State for the Environment if he will recommend the appointment of a Royal Commission into the reclamation and recycling of domestic waste and municipal sewage, in view of the short-term commercial advantages and the longer-term benefits of pollution prevention.

A Commission on the Recycling of Wastes would not be justified at present.

The Working Parties on Sewage Disposal and Refuse Disposal have made recommendations on reclamation and reuse of wastes which I am considering and the Royal Commission on Environmental Pollution can inquire into this problem. I should emphasise, however, that the techniques of reclamation are at present generally uneconomic.
