asked the Secretary of State for Scotland if he will introduce legislation to ensure that basic amenities in residential caravan sites are maintained at high standards, and machinery is made available for the fixing of fair rents charged on such sites.

So far as I am aware, the statutory powers for controlling these sites are adequate: it is already an offence for a site operator to fail to comply with any conditions attached to his site licence. There is no statutory provision for rent control, and I have no evidence that any is needed.
