asked the Secretary of State for Trade and Industry if he will recommend the appointment of a Royal Commission into the reclamation and recycling of industrial waste, in view of the commercial advantages of the salvage of minerals and the long-term possibility of shortages of certain metals.

No. The conservation of raw materials is important, but it is for industry to exploit the commercial advantages of reclamation and recycling.
