asked the Secretary of State for Social Services whether he will arrange for suitable unemployed persons to be given the opportunity of carrying out paper work in connection with the next National Census before civil servants in full employment are asked to do this job.

Local census officers have been instructed to give preference to the appointment of suitable unemployed persons as enumerators. The great majority of the staff for processing the Census will not be permanent civil servants but recruited temporarily through local offices of the Department of Employment.
