Mr. Bishop

asked the Secretary of State for the Environment if every local authority is operating the standard grants and discretionary grants facilities of the Housing Acts to the extent desired by his Department; and what action he proposes to encourage the fullest interpretation by local councils.

Mr. Amery

Local authorities are obliged to give standard grants if certain conditions are fulfilled. About 2 per cent. of the housing authorities in England and Wales do not at present give discretionary grants and a relatively small number of others apply various forms of restrictions. I want to see all local authorities operating the grants scheme fully and freely, and I shall welcome the help of the hon. Members in their constituencies in bringing this about.
