asked the Secretary of State for Education and Science what is the educational basis of the regulations for construction of new secondary schools that provide for a minimum area of 40 square feet per pupil aged 11 or 12 years.

The specified areas are related to the requirements of a typical secondary school curriculum for pupils of these ages.
