Mr. Oram

asked the Secretary of State for the Environment if he is aware of the initial success of the scheme whereby the London borough of Newham is enabling young married couples during a temporary tenancy of council property to make savings sufficient to provide the deposit for the purchase of their own homes specially built for this purpose; and if he will issue a circular to other local authorities urging them where appropriate to adopt similar schemes in their areas.

I am interested in this and one or two other schemes having similar objects: I shall be glad to write to local authorities as suggested if, on further study of these schemes, it appears that this would be useful.
