Mr. Elystan Morgan

asked the Secretary of State for the Home Department when he proposes that the Children and Young Persons Act, 1969 will be fully in operation.

As I said in reply to a Question by the hon. Member for Portsmouth, West (Mr. Judd) on 26th January, I do not intend to raise the minimum age for prosecution above 12 or to implement Section 5 of the Act. Implementation of other provisions not yet in force must be related to the further development of the relevant local authority services, and I think it right to await the completion of the current review by the Advisory Council on the Penal System of arrangements for the treatment of young offenders before considering whether to raise the minimum age for borstal training.—[Vol. 810, c. 103–4.]
