asked the Secretary of State for the Environment (1) what proportion of the increased cost of office building since 1964 is due to increases in wages;

(2) what proportion of the increased cost of house building since 1964 is due to increases in wages;

(3) what proportion of the increased cost of factory building since 1964 is due to increases in wages.

The only available index measuring costs covers all new building and civil engineering work. Costs as measured by this index—"The Index of the Cost of New Construction"—have increased by over 28 per cent. since 1964. Of this increase about 60 per cent. has been due to increases in wages in the construction industries.
