Whether they will make available a statement of the further progress achieved in the implementation of the Fulton Report.

A further report by the Joint Committee of the National Whitley Council, entitled, "Fulton—The Reshaping of the Civil Service: Developments during 1970", will be issued to-morrow; and I am arranging for copies to be made available in the Printed Paper Office to-night. The Report concentrates mainly on questions of grading structure, personnel management and training, and records such developments as the merger of the former Administrative, Executive and Clerical Classes which took place at the end of the year and the bringing into operation of the Civil Service College last summer. It will be widely distributed within the Civil Service with a view to discussion at the annual conferences of the Staff Associations which are held in the spring. Towards the end of the year the Civil Service Department will be publishing a separate report covering the whole range of its work.
