asked the Secretary of State for the Environment if he will undertake research into the comparative use made of roads by lorries of three tons and over unladen weight and private cars, and the wear and tear occasioned by each class of vehicle on road surfaces and structures, with a view to the introduction of a road tax system more favourable than the present to the private motorist.

These issues were considered in the Ministry of Transport Report "Road Track Costs", published in 1968, and are kept under constant rview. I am considering the need for further research. Vehicle taxation is a matter for my right hon. Friend the Chancellor of the Exchequer.
