§ Mr. Horamasked the Chancellor of the Exchequer if he will publish figures breaking down the figures which he has 140W already given, of the annual cost to the Exchequer, for each year from 1971–72 to 1974–75, of the new form of investment allowances into the amounts going into development and non-development areas, respectively; and if he will then give a similar type of breakdown for both spending on investment grants in 1969–70, and what that spending would be in 1973–74 on the basis that grants continued.
§ Mr. HigginsDetails of investment grants paid in 1969–70 were published by the then Minister of Technology in his Annual Report for that year on the operation of the Industrial Development Act 1966. As regards the remainder of the Question, in view of the uncertainties involved in forecasting the level and distribution of investment expenditure so far ahead I am not prepared to promise estimates of the year-by-year breakdown as between development and other areas of the value of the new capital allowances. Nor am I prepared to give similar estimates in respect of investment grants since in view of the Government's decision to discontinue the grants scheme such estimates must be hypothetical.
