§ Mr. CarlisleMy right hon. Friend recognises that the conditions under which persons are held in custody before conviction are often unsatisfactory. The main reasons are the serious overcrowding and unsatisfactory nature of local prisons and the demands which court and escort duties make on staff. My right hon. Friend is considering measures designed to reduce the need for remands in custody and the length of time for which persons so remanded have to be detained.
