asked the Secretary of State for Social Services what are the categories of disabled people now eligible for a car; what are the categories of disabled people still eligible only for an invalid tricycle; and what further grading-up from a tricycle to a car is proposed for other categories.

Permanently disabled persons who qualify in one of the following categories are eligible for an invalid three-wheeler:

  1. (1) Those with both legs amputated, one or both above the knee;
  2. (2) Those suffering from paraplegia or other defect of the locomotor system, equivalent to the total (or almost total) loss of the use of both legs so that they are to all intents and purposes unable to walk;
  3. (3) Those slightly less severely disabled, with very limited walking ability, who need a vehicle to get to regular, full-time remunerative employment.

Cars may be supplied instead of the three-wheelers to disabled persons in any one of the above categories in the following special circumstances:

  1. (1) If the person is a war pensioner receiving a pension of 20 per cent. or more
  2. 95
  3. (2) Jointly for two relatives who live in the same house, provided that one at least is able to drive;
  4. (3) Where a parent able to drive is in sole charge of a young child;
  5. (4) Where a person able to drive lives with a registered blind relative.

The review of the vehicle service will take account of the representations that have been made on behalf of those who would prefer cars to three-wheelers.
