asked the Prime Minister on what date and by what authority responsibility for the detention of children in approved schools was transferred from the Secretary of State for the Home Department to the Secretary of State for Social Services.

The Prime Minister

Central Government responsibility in relation to approved schools in England and Wales was transferred from the Secretary of State for the Home Department to the Secretary of State for Social Services on 1st January, 1971, as part of the Government's decision to unify Ministerial responsibility for the personal social services. This was announced in the White Paper "The Reorganisation of Central Government" published on 15th October, 1970. Since these functions were transferred from one Secretary of State to another no Transfer of Functions Order was necessary.
