§ Mr. Russell Johnston
asked the Secretary of State for Scotland whether the fact that civil defence, which was recommended as a second-tier function in the report of the Royal Commission on Local Government in Scotland, is not mentioned in the White Paper on Local Government Reform, Command Paper No. 4583, means that it is to cease to be a local government function.
