asked the Secretary of State for Trade and Industry if he will consider introducing an order to relieve manufacturers of hovercraft from the necessity of manufacturing hovercraft to aircraft standards.

There is no necessity to manufacture hovercraft to aircraft standards. Hovercraft operated in the United Kingdom must conform to the safety standards of the Air Registration Board. These standards are designed for the special operating circumstances of hovercraft, although in the case of a few components they are modelled on the standards applicable to aircraft.
