Mr. Skinner

asked the Secretary of State for the Home Department if a person born in India of British grandparents, living for the last 40 years in Derbyshire qualifies for a British passport.

If the hon. Member will tell me the exact place of birth of the person concerned and his father and whether the former has been registered as a citizen of the United Kingdom and Colonies, I will gladly advise him.

asked the Secretary of State for the Home Department what is the average time taken by his Department for allocation of passports to individuals after application through employment exchanges.

I have been asked to reply.

Normally 10 days. However, because the emergency arrangements made during the postal strike cannot provide for the regular delivery to passport offices of applications lodged at the thousand employment exchanges throughout the country, the latter have instructions not to accept applications needed in less than one month. British visitor's passports continue to be issued at employment exchanges on a "while you wait" basis.
