Mr. Chichester-Clarkasked the Secretary of State for the Environment whether, in his forthcoming reform programme, in view of the example of the Northern Ireland Government in appointing a Commissioner of Complaints for local government, he will take steps to appoint a Commissioner also, in order to ensure that there are not double standards within the United Kingdom.
§ Mr. Peter WalkerThe Government have accepted the need for improved arrangements for investigating complaints against local authorities and I am now consulting local authority associations on the form which such arrangements might take.
