81. Mr. Chichester-Clark

asked the Secretary of State for the Environment whether, in his forthcoming reform programme, in view of the example of the Northern Ireland Government in appointing a Commissioner of Complaints for local government, he will take steps to appoint a Commissioner also, in order to ensure that there are not double standards within the United Kingdom.

The Government have accepted the need for improved arrangements for investigating complaints against local authorities and I am now consulting local authority associations on the form which such arrangements might take.
