§ Mr. Michael HeseltineThe application for loan sanction was made in November, 1968. It could not be considered in advance of a planning application, and that was not made until May, 1969. My right hon. Friend hopes to give his decision shortly. My hon. Friend will then see from the report of the four-day local inquiry into both applications the difficult and complex issues involved, which account for the time taken in considering the applications.
