§ Mr. Peter ThomasLocal authorities have the statutory responsibility to deal with pollution. A number of major improvement schemes are under way or planned in this area. The whole question of control over discharges into coastal waters is under review following the Reports of the Royal Commission on Environmental Pollution and the Working Party on Sewage Disposal.
