§ Mr. Dudley SmithNo. The provision of a separate notice and receipt would substantially increase administrative costs and mean employing more civil servants. The same procedure is followed by the Department of Health and Social Security for other national insurance payments and by my Department for payments apart from benefit. Giro-cheques are normally encashed at Post Offices where the confidentiality of transaction is observed.
