§ Mr. Peter ThomasNo mentally handicapped child should be awaiting admission generally to local authority care since it is the responsibility of the child health and social services to identify such children and to assume their care. Of the 1,412 mentally handicapped children in Wales under local authority care at 31st December, 1970, 91 were awaiting entry to more specialised forms of care.
