Gilmourasked the Secretary of State for Scotland what action he intends to take to implement the most recent report of the Directorate of Fisheries Research which states that in order to achieve a recovery in the stock of North Sea herring it would be necessary first to stabilise the total fishing intensity at a reduced level.

The North-East Atlantic Fisheries Commission introduced a closed season, to which we subscribed, in 1971 and the Commission is to meet again later this year for the purpose of recommending effective conservation measures in 1972.
