§ Mr. Anthony GrantAs my right hon. Friend announced yesterday, we have now decided to reduce by half for a period of 12 months the charges which were brought in from 1st May, 1971. Increased costs, mainly higher salaries, only partly explain the increases. The main factor is the decision to charge the full cost of providing the services, whereas previously only a fraction of costs was recovered.
