§ Mr. Arthur Lewisasked the Secretary of State for the Environment, in view of the fact that the percentage increases in the average domestic rate poundages have increased since 1969–70 to 1970–71 from 41 per cent. to 13.7 per cent. from 1970–71 to 1971–72, if he will now take steps to restore the position to that of 1969–1970.
