Mr. Dell

asked the Chancellor of the Exchequer what is his estimated expenditure for 1971–72 on non-departmental research projects ; what requirements he imposes regarding publication and consultation before publication; whether deletions or alterations have been required or permission to publish refused in respect of all or part of any project whose results were submitted to his Department during the last 10 years ; and to what extent he controls entry for research purposes to departmentally-con-trolled institutions.

H.M. Treasury has made provision to spend £336,000 on financing new and ongoing extra-mural research in 1971–72. Research commissioned by the National Economic Development Council is expected to account for £250,000 of this total.

Arrangements about the publication of results are included in each research contract. Whenever a contract stipulates that the results are the property of the Department there is consultation before publication. Permission to publish has never ben refused in any case where the work has been successfully concluded and prior agreement to publish existed.
