Mr. Arthur Lewisasked the Secretary of State for the Environment if, because there are many owners of vehicles who have not licensed them for some time, and as the Road Fund licence form is worded they must admit an offence since the expiry of the last licence thus becoming liable to penalties, to encourage these persons to licence their vehicles, he will seek to provide a two-month moratorium on penalties if a licence is applied for within this period.
