§ Mr. R. CarrSir Raymond Brookes was appointed because of his knowledge and personal experience of industrial affairs and for no other reason. There are no grounds for doubting his ability to judge the issues involved impartially any more than for doubting the impartiality of Members of past Courts of Inquiry who have been leading trade unionists known to be Socialists, whose unions have contributed to the political fund of the Labour Party.
