Friend has not received direct representations from the Staff Side of the Civil Service National Whitley Council, but its views on the Industrial Relations Bill have been made known to the Government in a letter of 3rd November last158W from its Secretary General to the Head of the Civil Service. Discussions are continuing within the Whitley machinery.
