§ Mr. Michael HeseltineRoads in urban areas are primarily the responsibility of local authorities but expenditure upon them would be substantially equivalent to that on principal roads which I expect to rise over the next couple of years to around £150 million per annum. Figures for the following years cannot at present be given.
