asked Her Majesty's Government:

What arrangements the Minister of Posts and Telecommunications will make to ensure that all subscribers to the telephone service may, in an emergency, obtain trunk service if, when their own operator is unobtainable, they dial Headquarters 1234 and do not happen to be Members of Parliament.
