§ Mr. Dudley SmithThe recruitment of additional men is the responsibility of the National Dock Labour Board. The number of registered dock workers in the ports of Liverpool and Birkenhead at 19th January, 1971, was 10,417. The National Dock Labour Board has authorised the local board to recruit 732 additional men.
Recruitment by the local board has however been delayed by lack of agreement between unions and employers on rights of nomination.
