Highlands and Islands Development Board has insufficient powers; and what action he proposes on the recommendation that the question of increasing them should be further studied.
§ Mr. YoungerMy right hon. Friend has given the board's special powers the further study recommended in the report. They give the Highlands a distinct advantage over other development areas, and he has decided that they need not be increased.
