§ Mr. Anthony GrantInternational discussion of non-scheduled services has taken place largely in the European Civil Aviation Conference (E.C.A.C.). The United Kingdom has played a full part in this. Negotiations within E.C.A.C. have led to agreement on several kinds of non-schedule flights which may be carried out freely in Europe. These are defined in the Multilateral Agreement on Commercial Rights for non-schedule Air Services in Europe. There has also been a considerable liberalisation of inclusive tour charters, particularly in Europe.
Study and discussion of the rules governing closed group affinity charter and other types of charter operations are continuing in E.C.A.C., and at need with other administrations. Outside Europe these contacts are mainly exploratory.
