When there is a change of Government by revolutionary action Her Majesty's Government's general practice is to recognisede jure the new Government when they consider that it enjoys with a reasonable prospect of permanence, the obedience of the mass of the population and the effective control of much the greater part of the territory of the State concerned. These were the considerations we had in mind in the case of Uganda.
