§ Mr. NobleThe Air Transport Licensing Board are aware of this recommendation and are free to implement it in licensing British airlines. When considering applications from foreign carriers I follow, so far as possible, the course set by the A.T.L.B., provided foreign administrations give reciprocal treatment.
