§ Mr. Graham PageLocal authorities are making increasing use of their powers and opportunities to co-operate. Where I can assist co-operation, I shall be glad to continue to do so: for example by providing new powers, as in my recent proposal for joint structure plans, and by encouraging the joint preparation of regional strategies. Earlier this month I put forward proposals, which were welcomed by the authorities concerned, for a North-West regional planning study.
