§ 103. Sir D. Walker-Smithasked the Secretary of State for the Environment whether, notwithstanding the fact that there is only partial compliance with the criteria set out in circulars Roads 10/69 and Roads 15/70, he will, having regard to the special circumstances of the case and after any appropriate consultation with the county highway authority, specify the stretch of road A414 through the village of High Wych, Hertfordshire, as being appropriate for the institution of a 40 miles per hour speed limit.
