§ Mr. AlisonThe central responsibility for the promotion of health education, including the smoking and health campaign, in England and Wales lies with the Health Education Council. The Council currently regards the anti-smoking campaign as its main priority and is considering the size and scope of future activities in this field.
Some of its material has included specific references to the aspects mentioned in the Questions, but the Council feels that the main emphasis of its campaigns should be to warn the public of the very real health hazards of smoking.
