asked the Secretary of State for Trade and Industry whether he will give a general direction to the British Airports Authority to improve the administration and facilities at their airports at periods of congestion.

No. It is a management function of the Authority to strike a sensible balance between the demand for improved facilities at times of congestion and the cost of under-used facilities for the remainder of the year.
