§ Mrs. ThatcherI understand that my right hon. Friend the Secretary of State for the Environment has received from the Greater London Council a proposal to amend the development plan for the Covent Garden area. I cannot anticipate what his eventual decision will be on the proposal. My noble Friend is considering plans commissioned by the Board of the Royal Opera House for extensions and improvements to the existing building.
