§ Mr. Spenceasked the Secretary of State for the Environment whether, in order to encourage competition and greater economy in building work, he will issue a circular discouraging local authorities from making standing orders which reserve all construction work within certain cost limits, for their direct-labour department.
§ Mr. AmeryThis is a matter for the discretion of the local authorities, subject to requirements as regards competition where Ministerial approval for building work is necessary.
